
Understanding Terrorism
Globalism and its cascading impacts on lifestyle, equality, and belief systems; is resulting in wide scale disillusionment amongst the youth. The rise of globalism has witnessed fast disappearing international economic boundaries and a growing disparity between ‘haves’ and ‘have-nots’. The rise of global connectivity through mass media and the internet has brought pressures of a ‘western influenced global culture’ to everyone’s doorstep. Such factors have possibly accentuated various strands of violent extremism or terrorism.
Terrorism has evolved over the years and is more focused on long term consequences and
repercussions. Terrorist organizations impart huge amounts of time on training, have access to superior weaponry and communication systems, and most importantly, are capable of effectively targeting the economy of a nation.
The Next Attack
How vulnerable are we? Can we judge the possible impacts of various threats on our economy? Do we
have the technological and human resource support required for risk assessment, threat prevention,
and disaster management? How can India achieve quality standards for threat preparedness in a timely manner?
How do we Counter Terrorism?
The most effective way to counter terrorism may well be to spread awareness amongst people on
understanding and countering terrorist threats. This initiative is designed to spread awareness amongst people in the corporate sector, industry, as also among the masses.
The state may need to embark on inclusive programs which encompass and involve the youth, keeping in mind varying educational backgrounds (religion based or otherwise). The state might also need to develop expertise in rehabilitation programs for the de-radicalization of terrorists. Such programs would provide this predominantly younger part of the population with an opportunity to be occupied in mainstream sectors of the economy. Creating an enabling environment for over 500 million youth is a long term project, however, threats to the economy, vital assets, and to the people, are growing in the meanwhile.
It is imperative to revisit and review the threat perceptions to commercial, industrial and Government establishments. It is probably high time that the concept of “national security” is enlarged to include securing businesses, institutions, and critical infrastructure that are vulnerable to terror threats.
The Conference
IPPAI’s conference on counter terrorism is an outcome of its initiative on Energy Security and Security of Energy Assets that recently took place (India Energy Mart 2009, February 4-5). The counter-terror conference will look at the various options available to Indian establishments to counter the likely threats in the future to industrial complexes, public gatherings, Energy & Infrastructure assets, Educational Institutes, Hospitals, Public Transport facilities, Public Arenas and Events, and various Commercial Establishments.
